　　Abstract: This paper reviews the most influential language proficiency scales including the ILR (FSI) scales, the ACTFL scales, the ISLPR scales, the ALTE scales, the Common European Framework and the Canadian Language Benchmarks. Distinctive features of each of these scales are discussed and the development of a common English yardstick for Chinese English learners is proposed.
