Constructing China’s Standards of English Language Ability (2024) with Chinese Characteristics

Abstract:
As the first comprehensive English proficiency standard for all educational stages in China, China’s Standards of English Language Ability (CSE) has been widely applied in English education since its release in 2018, offering a unified benchmark for teaching and assessment. Based on user feedback and the original blueprint, the development team has subsequently added three types of scales, which, together with the original version, form a complete system. The new version of the CSE inherits the original framework and validation methods while systematically outlining the characteristics of language expression abilities across various developmental stages. It also highlights interpreting and translation knowledge and incorporates fresh descriptions of typical language activities. A distinctive feature of the CSE is its establishment of an English proficiency standard and theoretical framework tailored specifically to language proficiency scales with Chinese characteristics. This effectively bridges English learning, teaching, and assessment within the Chinese context. For students, the CSE provides a reference for setting learning objectives and selecting appropriate learning materials. In teaching, it serves as a valuable resource for developing syllabi and tailoring instruction to individual needs. In the realm of assessment, the CSE offers a scientific framework for language evaluation, ensuring objectivity and accuracy. Additionally, it aligns with international exams and promotes the development of a diversified evaluation system.
